Morocco vignette automobile 2026 — Rates, payment and penalties

The complete guide to Morocco's TSAV (Special Annual Vehicle Tax): 2026 rates by fiscal horsepower and fuel, payment methods, late penalties, exemptions and quick calculator.

The essentials in 30 seconds

The vignette automobile (officially the Special Annual Vehicle Tax, TSAV) must be paid every year between January 1 and January 31. The rate depends on your fiscal horsepower (chevaux fiscaux, CV) and your fuel: 350 MAD for a petrol vehicle under 8 CV, 700 MAD for its diesel equivalent, up to 20,000 MAD for diesel ≥ 15 CV. 100% electric, hybrid (HEV) and plug-in hybrid (PHEV) cars are all fully exempt from the vignette.

You can pay online at tasshilat.ma in under 5 minutes (bank card, transfer) or in person at your perception. After January 31, expect a 1% penalty per month of delay, plus a flat surcharge.

The rates below are the official figures published in the Bulletin Officiel and renewed for fiscal year 2026. Always check your carte grise for your exact fiscal horsepower.

Fiscal horsepower Petrol Diesel
Under 8 CV MAD 350 MAD 700
8 to 10 CV MAD 650 MAD 1,500
11 to 14 CV MAD 3,000 MAD 6,000
15 CV and above MAD 8,000 MAD 20,000

Hybrid (HEV), plug-in hybrid (PHEV) and 100% electric vehicles are all fully exempt from the TSAV — regardless of fiscal horsepower. These rates apply only to petrol and diesel vehicles.

How to pay your vignette

  1. Prepare your carte grise

Have your carte grise ready (original or copy). You'll need the registration number and the fiscal horsepower (CV) listed on it.

  2. Choose your channel

Online via tasshilat.ma (the fastest, 24/7, payment by bank card or transfer), at your bank (BMCE, Attijariwafa, Banque Populaire, CIH, Société Générale), via mobile app (M-Wallet, Inwi Money), in person at the Trésorerie / Perception, or recently at certain Maroc Telecom agencies and post offices.

  3. Enter the information

On tasshilat.ma: choose "Vignette automobile", enter your registration number and the chassis serial number as shown on the carte grise. The system automatically computes the exact amount due.

  4. Pay and keep the receipt

Validate the payment (CMI bank card, direct transfer, or debit). Print the receipt — it's the proof in case of a road check. The physical vignette no longer needs to be stuck on the windshield since 2018, but the payment proof must be presentable.

Late-payment penalties

Past January 31, two sanctions are automatically added to the vignette amount:

In a road check without proof of payment, the typical fine is 700 MAD for a private vehicle — to which the vignette + penalties are then added. Overall, paying before January 31 stays 5 to 10 times cheaper than any forced settlement.

Who is exempt?

Five categories are fully exempt from the TSAV:

  • 100% electric vehicles since the 2014 finance law, hybrids (HEV) and plug-in hybrids (PHEV) — all fully exempt, regardless of fiscal horsepower.
  • Diplomatic vehicles and those of recognised international organisations.
  • Vehicles of the Royal Armed Forces, Gendarmerie, Police and Civil Protection in the line of duty.
  • Agricultural tractors, construction machinery and certain public-transport vehicles are subject to a separate tax regime that may lead to a full exemption.

Frequently asked — Vignette automobile in Morocco

When do I need to pay the Moroccan vignette?
The vignette automobile (TSAV) is due every year between January 1 and January 31. After January 31, late penalties apply automatically (1% per month or fraction of month, plus a flat surcharge). Newly registered vehicles get a 60-day grace period after first registration.
How do I calculate my vignette in 2026?
The rate depends on two variables: the fiscal horsepower (chevaux fiscaux, CV) shown on your carte grise, and the fuel. For petrol: 350 MAD if <8 CV, 650 MAD if 8-10 CV, 3,000 MAD if 11-14 CV, 8,000 MAD if ≥15 CV. For diesel, roughly double: 700 / 1,500 / 6,000 / 20,000 MAD respectively. Hybrids (HEV), plug-in hybrids (PHEV) and 100% electric vehicles are all fully exempt — you pay nothing. The calculator at the top of this page gives the exact figure in 2 seconds.
Where can I pay my vignette online?
The official portal is tasshilat.ma — available 24/7, payment via CMI bank card or direct transfer. Major Moroccan banks (BMCE Bank of Africa, Attijariwafa Bank, Banque Populaire, CIH, Société Générale) also offer payment via their mobile apps. More recently, M-Wallet and Inwi Money wallets integrate the vignette in their bill-pay services.
What if I miss the January 31 deadline?
Settle as soon as possible: log in to tasshilat.ma; the system automatically calculates the base amount + penalties (1% per month) + flat surcharge. The longer you wait, the bigger the surcharge (capped at 100% of the original). And a road check without proof costs you 700 MAD plus the vignette and penalties — paying late is always cheaper than getting fined.
Do electric vehicles pay the vignette in Morocco?
No. Since the 2014 finance law, 100% electric vehicles are fully exempt from the TSAV. This includes Tesla, BYD Atto 3 / Dolphin / Han EV, Renault Zoe, Hyundai Kona Electric, etc. Good news: hybrids (HEV) and plug-in hybrids (PHEV) like the Toyota Corolla Hybrid, Renault Austral E-Tech, Volkswagen Tiguan eHybrid or BYD Seal U DM-i are also fully exempt from the vignette — regardless of their fiscal horsepower.
Does the vignette still need to be stuck on the windshield?
No. Since 2018 the physical vignette has been abolished. You no longer need to stick anything on your windshield. But the proof of payment (paper receipt or PDF from tasshilat.ma) must be presentable during a road check. Keep a digital copy on your phone and a paper copy in the car.
What happens if I buy a used car mid-year?
The vignette is attached to the vehicle (not the owner) and stays valid until December 31 of the current year. If the seller has already paid the vignette for the year, you owe nothing until January 1 of the following year. Always ask the seller for the proof of payment — a missing vignette payment is a sign of a careless seller, which should make you question the rest of the maintenance.
How do I find my fiscal horsepower (CV) on the carte grise?
On a modern Moroccan carte grise (A4 or plastic-card format), fiscal horsepower appears under "Puissance fiscale" or "P.6" — expressed in fiscal horsepower (CV or ch fisc.). It's an administrative figure different from the engine's actual horsepower (DIN or kW). A 1.6 petrol is typically 8-10 CV, a 1.5 dCi diesel typically 5-7 CV, a V6 3.0 typically 13-15 CV.
